2011.20 Human Rights in United Nations Peace Operations and Political Missions
Abstract
This policy provides guidance on how human rights shall be integrated into the activities of United Nations peace operations and political missions, including integrated Peacebuilding Offices. It outlines the institutional relations between the Office of the High Commissioner for Human Rights (OHCHR), Department of Peacekeeping Operations (DPKO), Department of Political Affairs (DPA) and Department of Field Support (DFS) in the context of the integration of human rights. It sets out the purpose, roles, and scope of activity of human rights components of peace operations and political missions as well as human rights roles and responsibilities of senior mission leadership and other components of peace operations and political missions. It also outlines basic management and support arrangements at HQ and mission level, in accordance with relevant guidelines on the Integrated Mission Planning Process (IMPP).
