Field missions operate in unique and demanding environments, with various contributing nations providing both civil and military aviation support. The regulation of these diverse aviation assets, while challenging to manage, is essential for meeting UN operational requirements. This DPKO-DFS Aviation Manual provides the technical criteria, policy guidelines, and procedures and practices in line with the 19 Annexes of the Convention on International Civil Aviation, the Aviation Standards for Peacekeeping and Humanitarian Operations (AVSTADS), the United Nations Military Aviation Manual, the Policy on Aviation Safety, and other relevant directives and policies. In addition to standards for UN personnel engaged in aviation related services, this Manual provides procedures and practices that air carriers and TCCs must comply with when registering or engaging in United Nations air operations contracted by DFS.
