Access to Information
This Standard Operating Procedure (SOP) allows for the management of access rights and restrictions to information produced by all offices within peacekeeping. Specifically, this SOP provides offices instruction on establishing a common framework for access to information, called an Access Rights Matrix, which will facilitate each office's consistent sharing or restriction of core office information. Additionally, an Access Rights Matrix serves as an office's baseline access policy when defining access controls in new and existing information technology (IT) systems. 2. This procedure shall apply to the Department of Peacekeeping Operations (DPKO), the Department of Field Support (DFS) and all DPKO-led and DFS-led operations and is mandatory at all levels. It shall be applied whenever a collection of information is being created or actively managed, regardless of physical format (paper, digital or otherwise). For this SOP, the term information shall apply to both active records and active data. Active records refers to records in frequent use. Active data is that which is not in permanent record form, but in working draft, or temporary state. Refer to Section E: Terms and Definitions, for more detailed definitions.
