Prison Incident Management Handbook
The Prison Incident Management Handbook was developed in response to numerous prison security incidents in countries with DPKO-led peace operations or missions. The handbook is intended to provide United Nations corrections officers with knowledge, skills, tools and overall guidance on prison security and incident management in order to adequately train, mentor and advise national prison authorities.ssMore specifically, this handbook provides practical guidance on how to maintain good order and control within prisons or detention facilities. It includes principles and conceptual frameworks and provides practical suggestions to help mitigate and prevent mass escapes and prison disturbances in accordance with international human rights standards including the Standard Minimum Rules for the Treatment of Prisoners. As importantly, this handbook provides guidance when there is a need to exercise increasing levels of control and force in order to maintain a safe and secure prison environment.ssFinally, the handbook is intended to inspire constructive discussion and debate amongst United Nations correctional officers and national prison authorities in relation to prison security and incident management within a national context.
